Violent gang members/membership categorized and reigned in?

A thought....... Let's take LA for an example. Give out a city wide notice that if anyone who has the tats that represent their membership in a violent gang (bloods, crips etc etc) must go to their local police precint and give their name and have pictures

A better start would be to get them before they join. Give the kids something to do, somewhere to go. Boys Clubs, YMCA, sports, music, etc.. these are always the first things to be cut from any funding in schools, recreation, community activities ect..

"They've branched out to Victorville, Barstow and even Las Vegas," said
