Powers: I'm the coordinator for the anti-gang coordinating commission, and as the coordinator my job is to implement the strategic plan that was put together a few years ago. That strategic plan has three basic areas that we're focusing on: One is prevention, which is basically what this Office of Juvenile Justice for Delinquency Prevention money is about, prevention. The other focus is headed by the D.A., the prevention piece is headed by Jim Salio, the probation chief. Re-entry is headed by the District Attorney, and that's to try to intervene where we can and to try to give people assistance when they come out of custody so that they can get back on track. One of the things in our strategic plan as a matter of fact was to work with the re-entry facility in Paso when it came up and was running; now it doesn't look like it's going to be. We're kind of re-assessing how we want to manage that because we know that re-entry programs are absolutely necessary, or are we going to continue this
