Should I get my dragon tattoo on my shoulder or neck?

I have a picture of a tribal dragon that I am getting tonight, it's about 2.5 or 3 inches high and wide (counting the wingspan and flames)...and I am getting two small chinese symbols with it that stand for fire dragon.

Should I get it

get it on your shoulder it will look nice i think just think about the consequences and this has to be on you for life plus if you apply for an job or something you would not want them to judge you because of an ta too on your neck but it's all up to
